Can applicants who don't own shares of the issuer company on the record date or ex-date apply for the rights issue?

Applicants who don’t own shares of the issuer company on the record date or ex-date in any case apply for the rights issue. Rights issues permit companies to offer new shares to existing investors at a discounted price. Nonetheless, any outstanding shares can be offered to the public for procurement. Also, people who have bought Rights Entitlements through on-market or off-market renunciation are allowed to apply for shares.
